Property Card

What is a property card?  A layman is generally unaware of this basic document. Why a layman, many in the business related to land are also not fully aware of what this basic document is all about and its importance. This basic document is issued for the landed property by the land revenue department of the State Government in India.

In a city like Mumbai this document is issued by the department known as City Survey Office. This office works under the Collector and Superintendent of Land Records is in charge of it. In Mumbai under the SLR their are officers known as CTS i.e. City Survey Officer.
This office popularly known as the CTS or the City Survey Office is responsible for issuance of the Property Card. Earlier this was also known as Ruled Card.

Details: The property card has many details which makes it unique. It has CTS number, Survey number, Village Name, Taluka Name and District name in it. It gives the quantum of the property in square metres and the name of the person/s to whom it belongs. It has mutation entries that tells you who is the present owner.
Property card is the basic document which is asked for by the various Government Authorities when they grant permission for development or redevelopment. It is mandatory to give the property card with the proposal for development in the MCGM. As the basic rule in BMC or the MCGM is that nobody other than the owner can build on the land. So ownership of the land is the first and foremost criteria for allowing new construction on a peace of land.

We will see in the next article in the series how to read the property card, what are the various remarks on the property card mean, how to obtain a property card. Why a propety card with area in words is required by the BMC. for carrying out a new development etc etc.
